Can I just send my Explorers/Rangers along without a leader

Although we say that over 14 years can go around London on their own in a team (with the leader's permission), this doesn't mean they should travel to and be in London without a leader. Unit leaders don't need to participate in the Run but do need to be on hand to help the team(s) in an emergency.
